Public moorings may be used by any vessel up to 38' on first come, first serve basis for up to two hours. You MUST put out a scope line which is as long as your vessel. My question is what is a scope line? Not that I have a vessel I just curious.

Actually, 'scope' is the ratio of length of anchor-line to depth (i.e., at a recommended 'scope' of 7:1, in 20 feet of water, your anchor line should be 140 feet long). Recommended 'scope' varies depending on type of anchor used, bottom conditions, weather conditions, etc. So, in the requirement above for connecting to the moorings, it just refers to the length of line you need for attaching your boat.
