Amigoe online (http://www.amigoe.com/english/) has the following article on application of the STINAPA water use fee to cruise ship passengers: (CURO is the Bonaire dive operators association.)

"Curo protests against unequal treatment of underwater park users

"BONAIRE – In a letter to the Governing Body (BC) of Bonaire, the Council of Under Water Resort Operators (Curo) protests against the fact that cruise passengers can use the underwater park free of charge and they can continue doing this for years.  On the other hand, all other users have to pay for this.

Since 1992, divers have been paying an annual amount of 10 dollars for diving in the underwater park of Bonaire. This levy was introduced for the acquisition of means for the maintenance of the park and buoys for the boats of diving schools to moor, and for doing scientific research.  For years it has been common knowledge that Stinapa, the instance that manages the underwater park, does not get enough money from this levy in order to be financially completely independent and cannot do her job that continues to expand, without extra financial support.  The structure of the levies for the use of the underwater park has therefore been modified and all users, including skin-divers, windsurfers, and kayakers have to pay an annual levy.  Because cruise passengers are on the island for just one day, they won’t have to pay the full 10 dollars, but just 2 dollars.  For unknown reason, the mailing of the letter to the cruise companies that announces this levy was delayed with five months, whereupon the companies indicated that they cannot introduce the levy for the start of the 2007-2008 season.    They even gave notice recently that the levy cannot be passed on the passengers for the 2008-2009 season.  Because the modified levies were imposed on the guests of the diving schools and the related organizations within the five months after the introduction of these levies, the Curo is of the opinion that there is an unjust preferential treatment of the cruise passengers and the organization asks the BC to do something.  If nothing happens, the Curo threats to also stop collecting the levy for the skin-divers and others".
