Is it ok in terms of bonaire customs for a couple to order one meal at a restaurant and share it. would that be considered rude or inapropriate. the meals we received were often times big enough for 2 and our budget only big enough for one.

We do that on occasion here (usually when we are going to be going to the movies shortly afterward, or have eaten recently). No one has given us grief for it yet, but I recall that It Rains Fishes charges for extra plates if you share an entree...

Many places also do meals for take-away. Then it's your own business how many are eating, and there are so many nice places for an impromtu picnic. That's an easy and perhaps more comfortable/private way to stretch a budget. I see people eating on the seaside/promenade benches all the time.
