Kent there are three things that determine a jpg file size; # of pixels, detail and compression ratio (factor). The first is the size on the screen eg. 640x480. Detail is how much fine detail there is in the picture (blue sky = small file, leaves/coral big file). The last is how much the file is compressed (this is the issue with the above pictures).

Nerdy detail warning. This ratio is related to the box size that is compressed. Consider a block in the picture and convert all the pixel information about that block into one long string. Then zip that information. Repeat for the whole picture, viola, you have a .jpg file. That ratio is the block size that is zipped. When the block is to big, you get artifacting (similiar to blurry but different).

Artifacting is an interesting problem that is new to digital photography. You also get this from to much sharpening. Now that I know what to look for, I see it all the time. While watching the super bowl I saw it on a non HD TV. I've also seen it in movies.

All this is way more than you wanted to know. What you want to do is find where your software is setting this compression ratio. You might have to decrease the picture size to keep it under 50k with a higher ratio.
