why is capt.dons charge tax on everything and there is no other business on the island that is charge it

I have stayed at Cap'n Don's many times and I have no idea what you are referring to. I have not noticed any unusual taxes.

On Bonaire a saltax of 5% is charged.
On the website: http://www.infobonaire.com/hotels.html
you can find that there is a "Tax on accommodations is US$5.50 to $6.50 per person per night"

For example: The website of Carib Inn states:
Please add US $5.50 per person per night for government room tax. There is also an additional government sales tax of 5 % on diving and sales. All prices are in US Dollars and are subject to change.
