I am a student trying to finish up my divemaster course. I have to design an emergency guide plan for Bonaire. Any input would be very helpful!!

The information I need is as follows:
local paramedics and police telephone numbers.
coast guard radio frequencies.
are there any specialized numbers specifically for handling diver emergencies?
