The current rule appears to be you can take them as carry on (but not checked) provided the valve is removed. I say appears because other parts of their website are "slightly" inconsistent.

Has anyone taken their pony bottle as a carry on? (In the past, I always followed the same procedure but as checked luggage.) Hopefully it won't be a problem in about 22 hours!

So far so good. I did it as carry on (coming out of Seattle) and all they did was a quick look to see the valve was off. Sure does make the bag heavier though...

Out of Raleigh NC it must be in checked baggage.
