Is it acceptable to laminate my birth certificate? I don't have a passport.

I wouldn't.....they need to feel that raised stamp. I don't have a passport either but the offical copy of your birth certificate works fine. They do touch and feel for that raised stamp though, so I wouldn't laminate it. Carry it in a ziplock bag for protection.

For what it's worth, you can get a passport application at most postoffices and they have an accelerated issuing procedure you can pay extra for to get the passport much faster than normal.
In my experience, it's much simpler and more hasslefree to have the passport.
