Nope, copy of birth certificate is all that is required.

However a passport is never a bad idea if you have the time to get the kid one - both our kids had their's before they were 6 months old, and we've never regretted it.

Remember, if you do use the birth certificate, it has to have the raised seal on it. It can't be a photocopy of a certified copy.
