How about starting the ball rolling by mentioning the people who drive (if that's the right word) Jet Skis and fast boats close to shore with no chance of seeing snorkellers.

I don't know that jet skis are specifically allowed/prohibited. Perhaps you could ask BNMP?

I believe if you own one, they are allowed, but not for rental. It was discussed previously somewhere on BT. maybe do a keyword search.
