It hadn't occurred to me to tip an individual who sets the rate for his/her services and is a sole proprietor. (Even a co-proprietor, as on Woodwind.) Am I off base?

Agreed. I think tips are to show appreciation for good service by augmenting a low wage paid by the business that employs the individual. Tips are for employees, not for the person who owns the business, sets the rates, and keeps any profit. If the business isn't profitable then the owner can raise rates. The owner of the business is thanked by repeat business, customers recommending the business to others, and a profit.
