In August which way does the current run between roughly the North Belnem/Bellafonte area and Windsock? Is it possible to drift snorkel,preferably southbound, between the two?

Yes - current is mild to intermediate and to the south...

Regardless of which direction the current "usually" runs, it is always wise to check the soft corals to see which way it is really running at any particular time. In my "vast" experience (now about 200 Bonaire dives), I have seen the current running opposite to "normal" more than a few times. By checking the soft corals, you can then know which direction to start your dive (i.e., "into" the current), unless you know and are willing to fight it back, just so you can see a particular something at a dive site.

that particular spot between belnem and winsock (i have about 50 dives there) is pretty much always current to south...typical direction does change at various other locations, at the hooker it is to the north, south of fishhut it is typically to the south, up north (beyond old blue) typically to the north...

checking first is of course the best approach...

be sure to attempt some snorkeling at margate bay and spots just north;)
