How can one find out who owns a property on Bonaire that is not currently for sale? Is there a place on the island that has these records and will they give you the owner information? If so, where do you go, is there a fee and do they speak English?

There is an office where all the property is listed and names of owners can be found. They do speak English and as far as I know, the info is public.
